The angle and the window

That gives roughly a fortnight in which any birth registers the aspect. Everyone born in that window has it, which puts it in the cohort category rather than the personal one. If Venus is in or near one of its retrograde periods, which come round about every nineteen months and last some six weeks, the opposition can be exact three separate times, and births inside that stretch carry it far more strongly.

Two functions facing each other

This aspect gets written up as a prediction about relationships, and it is not one. A fortnight of births share it, so any description that fits all of them is necessarily general, and a symbol cannot tell anyone how their partnerships have gone.
The defensible claim is structural. Two functions in a chart are set against each other, so the person carrying them has to keep negotiating rather than settling, and the houses say which department that negotiation happens in.
