The wobble comes from the calendar rather than the sky. There is no interval in which it is partly both, and no distance from the crossing at which the two signs mix.
Take the word as a note that something is unknown. It turns up when a writer has your date but not your year, your hour or your city, and hedging is the only fair option. Provide the missing pieces and there is nothing left to hedge against.
What separates the two signs

Because they need a single cut off and the crossing often falls during that day. Rounding the boundary to the nearest whole date makes the twenty second look like the last Leo day or the first Virgo one depending on the year chosen.
