Run the position of the Sun at midday for 19 January across the years from 1930 to 2035 and the answer never changes. Every one of those one hundred and six years returns Capricorn. That is unusual for a date that so many summaries list as a boundary case.
The reason the date keeps its reputation is the drift of the ingress itself. The tropical year is not a whole number of days, so the moment the Sun reaches three hundred degrees of longitude falls about six hours later each year, then jumps back roughly eighteen hours when February takes on a leap day. Follow that boundary across a decade and it slides over about a day and a half of calendar time. On this date the drift keeps the boundary just out of reach of noon, but only just.
Where the exceptions can still come from
Noon is a convenient reference, not the whole story. An ingress is a single global instant, and the clock reading of that instant differs by a full day's width across the world's time zones. The cusp is not a condition
People born on the nineteenth are routinely told they sit on the Capricorn Aquarius cusp and handed a description that mixes the two. Nothing in the astronomy supports a mixture.
