One rule, not a score
The chart ruler is whichever planet governs the sign on your ascendant. That is the whole definition. There is no weighting, no scoring and nothing to argue about: Libra rising is ruled by Venus, Scorpio rising by Pluto, and so on down the list.
This is what distinguishes it from a dominant planet, which is a scoring convention that different tools compute differently. The chart ruler is determined, and every astrologer will name the same planet.
Why it explains so much
Two people with the same rising sign frequently behave nothing alike, and the ruler is usually why. Wherever that planet sits, by sign and by house, becomes the address the rest of the chart reports back to.
Libra rising with Venus in the tenth house is a socially fluent presentation aimed at standing and reputation. Libra rising with Venus in the twelfth is the same manner deployed by someone who mostly wants to be left alone. The ascendant is identical; the life is not.
That is why any serious reading of a rising sign starts by finding the ruler, and why a rising sign description that ignores it is describing a costume rather than a person.
Traditional and modern rulers
Three signs have two candidates, because the outer planets were discovered after the system was established.

A chart ruler in the sixth house belongs to someone whose life keeps coming back to work and routine, whatever their ambitions elsewhere. A chart ruler squared by Saturn describes someone who has had to earn the thing their chart is pointed at rather than being handed it.

When the ruler is in the first house
This happens when the ruling planet sits in the same sign as the ascendant or close to it, and it produces an unusually unified chart. The presentation and the thing behind it point the same way, which reads as consistency and occasionally as a person with very little visible complexity.
The opposite case, a ruler in the twelfth, is worth naming too. It describes someone whose driving concern is not visible from outside, and it is a common signature in people who are consistently underestimated.
The ruler of any house, not just the first

Why it needs a birth time
The chart ruler follows the rising sign, and the ascendant moves about a degree every four minutes. A birth time an hour out usually changes the rising sign and therefore changes the ruler entirely.
