Method, not temperament
Elements describe what someone brings; modalities describe how they operate. The two are independent, and modality is the half most people have never had explained to them.
There are three, and every sign belongs to exactly one. Cardinal signs begin things. Fixed signs hold a position. Mutable signs adapt.
The three, and what each costs

Each strength is the source of its own difficulty, which is why the third column follows from the second rather than contradicting it.
Why the cardinal signs surprise people
Cardinal is the modality of the four signs that begin the seasons, and it includes Cancer and Libra, both of which have reputations for softness.
The reputation is a misreading. Cancer initiates through protection, building a structure around people and then defending it. Libra initiates through relationship, starting the conversation and proposing the terms. Both are initiating; neither does it by assertion.
Recognising that is usually the moment modality starts being useful, because it separates what a sign does from how loudly it does it.
The weighting
As with the element balance, this is weighted rather than counted. The Sun and Moon count most, the outer planets least, and the rising sign counts as heavily as a personal planet because in practice it does.
The ranking table shows the weights. Look at the margin before trusting the answer: a modality ten points clear is describing something real, while a two-point lead is a coin toss.
An empty modality
Rarer than an empty element, since there are only three categories for ten bodies to fall into, and correspondingly more informative when it happens.
No cardinal usually describes someone who works with what exists rather than starting something new. No fixed describes difficulty sustaining anything without external structure. No mutable describes someone who does not bend easily, which is a strength until circumstances change.
Reading it with the elements
Neither half means much alone. Heavy water with heavy cardinal is a person who initiates emotionally and protectively; heavy water with heavy mutable is someone who absorbs and adapts and rarely initiates anything.

Modality and aspect patterns
There is a direct connection worth knowing. A grand cross is four bodies in the same modality; a T-square is three. Charts with a strong modality emphasis are the ones most likely to contain those figures.

Without a birth time
The rising sign and Midheaven drop out, which is a substantial share of the weight. The dominant modality can change between the two modes, and the result says which one it used.
