The rising sign is the one placement that genuinely needs a birth time, and it is also the one people most want to know. That combination has produced a great deal of nonsense.
Why the hour decides it
Your ascendant is the degree of the zodiac that was climbing over the eastern horizon at the moment you were born. The Earth turns once in about twenty four hours, so the whole zodiac passes the horizon in that time. Wait two hours and a different sign is rising.
That is the entire difficulty. Your Sun moves about one degree in a day, so a missing birth time costs you almost nothing there. The ascendant moves three hundred and sixty degrees in the same period.
What the popular workarounds actually do
A tool that accepts an unknown time and returns a rising sign anyway has done one of three things. It has used noon, which is a convention with nothing behind it. It has used sunrise, which sets the ascendant equal to the Sun's sign and produces a chart that is internally tidy and probably wrong. Or it has asked you a series of personality questions and pattern-matched the answers.
The third is the one worth being blunt about. A quiz that asks how strangers describe you and then announces a rising sign is not measuring anything. Your ascendant was fixed by the rotation of the Earth before you had a personality. No set of answers about yourself carries information about which degree was on the horizon, and any tool that implies otherwise is guessing while dressed as an instrument.
What this page does instead
It computes the ascendant for your birth date and birthplace across the entire day, in five minute steps, and shows you every sign that comes up along with the clock window that produces it. Nothing is averaged and nothing is assumed.
The result is usually more useful than people expect. You will typically see twelve windows, but they are wildly uneven: at temperate latitudes some signs rise in forty minutes and others take close to three hours. If you know roughly when you were born, even to the nearest few hours, the table often collapses to two or three candidates.
The rest of your chart is fine
An unknown birth time is often treated as though it invalidates the whole chart. It does not. Every planet from Mercury outwards is in a settled sign, because none of them can cross a boundary in a single day. The Moon moves about thirteen degrees a day, so it is settled too unless it happens to cross a cusp during your birth date, and the page tells you when that is the case.
What you genuinely lose is the ascendant, the midheaven, and every house placement, since houses are built from the angles. That is a real loss and worth being honest about, but it is a narrower loss than the usual framing suggests.
Finding the time
It is worth looking. Long-form birth certificates record it in many countries, though short-form ones often do not. Hospital records, baby books and a parent's recollection to the nearest hour are all common sources. Even a rough hour is enough to cut the table down; an accurate one settles the question permanently, and you never have to ask it again.

Can I find my rising sign without a birth time?
Not to a single answer, no. The ascendant moves through all twelve signs in a day, so the hour genuinely decides it. What you can do is narrow the field, and that is what this page gives you: the real table for your date and place.
Why do other sites give me one answer anyway?
Most of them substitute noon or sunrise and do not say so. The result looks like a calculation and is really a default. If two sites give you different rising signs with the same input, this is usually why.
