What Venus governs
Venus describes what draws you in and how you offer warmth back. It covers attraction, affection, taste, and the private standard you apply when deciding whether something is worth having. It is not the planet of love in the abstract; it is the planet of preference.
The same body governs money, which surprises people until they notice that both are about value. How you spend and what you find beautiful come from one mechanism, and Venus placements are usually recognisable in a person's home before they are recognisable in their relationships.
Why it is never far from your sun sign
Venus orbits inside Earth's orbit, so from here it never appears more than about forty-seven degrees from the Sun. In practice that means your Venus falls in your sun sign or within two signs either side, and no further.
That constraint is useful. It narrows the possibilities to five, and the difference between them is not subtle: a Capricorn Sun can have Venus in Scorpio, Sagittarius, Capricorn, Aquarius or Pisces, and those are five genuinely different ways of wanting things.

This also means Venus cannot be opposite or square your Sun. Any site telling you it is has made an arithmetic error.
Dignity, and what it actually tells you
Venus rules Taurus and Libra, is exalted in Pisces, in detriment in Aries and Scorpio, and in fall in Virgo. Those labels sound like grades and are better read as descriptions of fit.
In its own signs Venus works without friction, which produces clarity about what it wants and very little capacity to question the preference. In detriment it works against the grain of the sign, which produces a Venus that is poor at diplomacy and unusually direct about what it is after. In fall it operates through a faculty that evaluates rather than appreciates, which is why Venus in Virgo shows love through usefulness and cannot easily stop assessing.
None of these is a verdict on someone's relationships. They describe method, not outcome, and a well-dignified Venus in a difficult chart is not obviously better placed than a Venus in detriment with good aspects.
Retrograde Venus
Venus turns retrograde for about six weeks every eighteen months, so roughly seven per cent of people are born with it. The calculator tells you if you are one of them.
The traditional reading is that affection is turned inward or expressed unconventionally, and that the person tends to work out their own terms rather than inheriting the standard ones. Modern practice is fairly consistent about a slower start to relationships and a tendency to reconsider attachments that others would treat as settled.
It is not a misfortune and it is common enough that treating it as one would condemn one person in fourteen.
The house matters as much as the sign
Venus in Taurus in the second house and Venus in Taurus in the tenth are the same taste applied to different material: one to possessions, the other to public standing. The sign describes the manner; the house describes the arena.
Because Venus moves through a sign in about a month, its sign is shared with everyone born in that window. The house is yours, and it needs a birth time. If you have one, read them together and the placement becomes specific rather than generic.
Venus and Mars, read as a pair
Venus describes what attracts you; Mars describes how you pursue it. Charts where the two are in compatible signs tend to produce someone whose wanting and chasing agree, and charts where they conflict produce the familiar pattern of being drawn to one kind of person and behaving in a way that suits another.
That mismatch is common and not a fault. It is also the most useful thing to know about a chart's romantic mechanics, and it is why the Venus and Mars comparison exists as its own tool.
Reading it without a birth time
Venus moves about a degree a day, so the sign is settled by the date except on the roughly one day in thirty when it changes sign. On those days the calculator says so and names both candidates.
What you lose without an hour is the house and the exact degree. What you keep is the sign, the retrograde status, the dignity and every aspect Venus makes to the slower bodies, which is most of a Venus reading.
